The Challenge
Homelessness Prevention & Foster Youth Transitions
Wichita has a real homelessness response system — coordinated entry, Housing First, rapid rehousing, day shelter, youth shelter, supportive housing, City ID, and landlord matching. But the system is still fragmented, referral-heavy, and hard to navigate at the moment people are least able to navigate it.
The question: How might Wichita create a no-wrong-door transition system that prevents first-time and repeat homelessness, especially for transition-age youth exiting foster care or crisis?
The numbers: 736 people identified as homeless (2025 PIT count). 87 emergency shelter beds unused — but only 17 usable. Foster youth homelessness rises from 17% at age 17 to 42% at age 21.
The scenario: The city is offering $500,000 for a 90-day pilot. $100,000 is reserved for marketing, trust-building, and adoption. Build something that works with Wichita’s existing assets — Second Light, Open Door, H.O.T., CrossRoads, BRIDGES, NEXTenant — and show enough traction that the city renews for Year 2.
